Regardless of who the figure is, fans on Reddit speculate the scene is meant to show that the person is, at some point later in the RE timeline, picking up the investigation into who Nikolai's employer is. Her green shirt suggests she could be Resident Evil Zero's Rebecca Chambers, who wears green in that game (while Jill is associated with blue, and RE2's Claire Redfield is associated with red), but it's also possible it's simply Jill wearing a different shirt to show time has passed. The figure appears to be a woman, but fans disagree about her possible identity. In the post-credits scene, a figure picks up the broken vial from a desk in a room with a punching bag, then walks off camera. He is then left behind in Raccoon City, presumably killed in the bombing, and Jill vows to take down Umbrella. His employer apparently also didn't want the vaccine for the zombie virus being circulated, since Nikolai shoots the vial Jill Valentine had created earlier.
